I found this interesting framework, VCL for PHP, it is almost the same as Qcodo in terms of stateful forms and User Interface (UI). Currently it is supported by Delphi for PHP from Codegear. We can design the form as found in Borland Delphi. It is robust and extendable through Component style.
VCL for PHP is an open source project. You can use it virtually to any type of projects. However Delphi for PHP is not free, it is under commercial license. If you are good coder, you can design the form using special XML tags on it.
There are so many components available to VCL for PHP. Many developers are supporting with third-party plugins. The minus side, it does not have a database generator such as the one in Qcodo. However, through the usage of IDE you can minimize writing the code.
